I opened Photos and there is no sidebar. There is no command in the View Menu to Hide/Show the sidebar. I tried the keystrokes and nothing happens. I reinstalled MacOS High Sierra and still no Sidebar.
Any help? I would really like to have the sidebar back in Photos.

Are you using Photos in Full Screen Mode? In Full Screen Mode you should enable the option in the View menu:
View > Always show sidebar and toolbar in Full Screen
If not in Full Screen Mode, check, if the Photos window is too small. Drag one of the corners of the window to make the window larger.
The sidebar will vanish, if the window is very small.

I discovered, embarrassingly, that when the window is made smaller, the tool bar disappears until the window is enlarged again. I have never encountered this before.

You're welcome, Jim. I'm glad you could fix it.
The behaviour of the sidebar changed between the versions of Photos considerably. So the help texts can be confusing. In the early versions of Photos we had to reveal the sidebar with a command. In the current version the sidebar is supposed to be always there, unless the window is too small (and that is not explained in Photos Help). If the sidebar vanishes, you will find the albums in a separate tab below the toolbar.
What system and Photos versions are you using? Are you able to see the three color buttons in the upper left hand corner of the Photos window?

I feel so lame! I tried everything, including reinstalling the system and it turned out to be something as simple as enlarging the window.
While researching to fix the problem, several sites said to simply click Show/Hide Tool Bar. I don't have that in my menu. I only have that command pertaining to "full screen" mode, not desktop mode.
