Apple is not forcing you to update. The developer of that particular

app had decided to support only iOS 10.0 or later.

Contact the developer to see if a version supporting your iOS version

can be made available.

As an aside, it is advised to always update your iPhone to the latest

iOS it supports to get the latest security enhancements and other

operating improvements and new features.
