HEIC photos are previewing as low resolution, pixelated. If I export and transfer to JPG they are OK.
JPG photos that I receive from friends preview fine.
Is there a way to increase the quality of previews, that would not look so bad.

Support for HEIC is part of High Sierra.
If this is important for your workflow you should consider upgrading your OS.
Of course, never do an upgrade without a full backup or three, and without checking that the software you rely on is compatible or can be updated.
Also check to make sure there is a compatible driver for your printer.
Do a backup before installing, preferable 2 backups on 2 different drives.
