Activity sharing not sharing?

so me and my partner recently got an Apple Watch each, it’s up to date to most recent iOS upgrade, I sent a request for us to share data and for some weird reason its not sharing on my watch but it does on the phone app? He can see me on his but everything is zero. I’ve researched and tried doing everything to tr and rectify but nothing has worked. We aren’t hiding our activity from each other, we’ve deleted and readded etc... don’t know what else to do? Or why it is doing it. Seems a lot of people have had the same issue but not found a solution anywhere
