I have an ATT Velocity mobile device to connect TV, Apple TV, internet etc. I would like to add a router so I can set up Smart lighting. Can anyone help?

It appears that is a Cellular mobile hotspot. As such, it does not have the ability to connect to a router. A router needs a hard-wire connection to function.
Alright, so connecting a router to the computer is not going to change things. The computer does not have the ability to use it's LAN connection to supply internet to the router.
Hooking the router up to the computer is not going to enable you to connect the wi-fi from the hotspot. What you need is wi-fi on the computer to be able to connect to the hotspot device. If the computer does not have wi-fi support, then you need to get a wi-fi card to update the computer's ability to connect to wi-fi.

I was referring to this. If you are using a hotspot for all activities, in place of a proper home network, then that goes against it's intended purpose and the above statement stands.

The TV runs all programming through the hot spot via Apple TV.
I want to set up smart lighting and I need a router to do that.

A mobile network is not meant to be used in place of a home network. Not only will a provider throttle once a threshold is reached, that goes against the fair usage policy of your contract.
All I want is a router so I can set up Phillips lighting.
