Does iCloud backup voice memos?

don't see them on my iCloud account, and they were essentially my soul, and if I don't get back those audio recordings, I'll be shattered, to say the least.

They are not directly visible on iCloud. If they are in an iCloud backup, you must restore that backup to your new device to get access to them.

My iPhone was stolen and you state that iCloud backs up voice memos automatically. Well, I don't see them on my iCloud account, and they were essentially my soul, and if I don't get back those audio recordings, I'll be shattered, to say the least. Are they backed up as hidden data? I don't understand. Why are they not showing up? My Notes were updated up to the day my phone got stolen, but photos, for whatever reason, stopped updating 2 months prior. What do I do...? 😟
