Automator service with "no input" in "any application" is stuck in "text" input section

I created an Automator script with the options "no input" and "any application". It should show up in the Services menu for any and all applications, but it doesn't. When I look for it in System Preferences > Keyboard > SDhortcuts > Services, it shows up under the "Text" section. No matter what I do, it always is stuck under "text" even when "no input" is chosen. Anyone else have this problem or know how to fix it?
