Accidentally disabled universal clipboard

I love the universal clipboard! Unfortunately, I accidentally disabled it somehow when I made a bunch of system changes to try to save battery after the most recent iOS update completely destroyed my battery life. I made essentially all the changes recommended here: https://www.payetteforward.com/why-does-my-iphone-battery-die-so-fast-heres-the- real-fix, including turning off push notifications, turning off a lot of location services, and turning off analytics. Now I can no longer use the universal clipboard.

I'd love to undo whatever I did to disable the universal clipboard. Does anyone know what preferences need to be enabled to allow it to work?

A few details:

1. Handoff is turned on

2. I'm signed in to my iCloud with the same AppleID on both my iPhone and mac

3. "Allow Handoff between this Mac and your iCloud devices" is selected in my System Preferences on my mac

4. Both wifi and bluetooth are on

5. I have an iPhone SE iOS 11.4.1 and a MacBook Pro macOS 10.13.6

iPhone SE, iOS 11.4.1

Hi welafever. Yes, I have seen that webpage, which is why I specified that I have done all the things recommended on the site (turning on handoff, signing in to iCloud, being on wifi and bluetooth, setting mac system preferences).

As written above, I changed other preferences that seem to have affected the universal clipboard. I want to know if other location services or other privacy preferences need to also be enabled for the clipboard to work.
