There are no other options other than to use a friend or family member’s computer that is running iTunes, or make an appointment at an Apple Store or an Apple Authorized Service Provider and ask them for help.

No, it's not it needs to charge, if it was the case, it will display a battery with a red indicator, not the iTunes logo.
