App Store & iTunes gift card not being applied to purchases

I have a $25 gift card for App Store & iTunes loaded in to my account. I am trying to make an in-app purchase, but am not being given an option to apply purchase to gift card amount. I do not have enough on my credit card right now, so of course, my payment is being declined. I changed my payment method to none, logged out and signed back in, but NOWHERE do I see the option to pay with the funds credited to my appleID.

iPad Wi-Fi, iOS 11.4.1

You won't see an option, how items are paid-for is automatic : How iTunes Store purchases are billed - Apple Support

When you make a purchase, content credits are used first, as long as the value of the item that you're buying is less than or equal to the value of the credits. Any gift cards are used next. If your gift card is less than the total cost of the purchase, the payment method that you have on file is billed for the remaining balance.

If you have no content credits or gift cards, the payment method that you have on file is charged for the entire purchase.

Since removing the card have you tried doing the IAP again ?
