The SMC actually manages a lot more than what the Apple help page says.
You can try to Reset the Bluetooth Hardware Module:
Do you have the same issue when login in as guest?
You can also try a safe boot.

If the above steps do not work, try trashing the Bluetooth preference file (com.apple.bluetooth.plist) and then restarting.

I've Reseted NVRAM and removed plist.
Unfortunately it doesn't work.

I've tried to reset SMC(shift+ctrl+option+power) and system reboots during starting.

Definitely looks like an HW issue unfortunately. Bring it to an Apple Store when you have the time Apple Store - Find a Store - Apple
