itunes won't let me buy music in 2018.

I have looked at other questions like this, and the answers don't solve my problem yet. I turned off "Apple Music" info on both my iphone SE and macbook pro 2010. When I click the purchase album button on my mac, I provide my AppleID, am notified on my phone, accept the code to enter when asked on my "device" (macbook), BUT IT TAKES FOREVER for the price to change to "Buy"... as in, I don't think it will ever do it. I suppose I can check back tomorrow morning and see if itunes finally caught up to my order yet. Any advice?

I'm using OS 10.10.5 because I'm afraid any new versions are going to ruin my older version of photoshop.
