Recently my husband's iphone 7 started muting active calls, dialing numbers during an active call, inputing digits during a call. This only happens when not in speaker mode, when the phone touches your ear, hair, etc. HELP??

The phone has a proximity sensor that disables the touch screen when you hold the phone to your ear. It's a dot to the left of the ear speaker at the top of the phone. On this phone it isn't working correctly. The most common cause is either a case that blocks the sensor or a screen protector that interferes with it. Has the phone recently had a new case or new screen protector? You also have to hold the phone against your ear for it to work correctly. If light leaks between the phone and your ear it can also cause this symptom.
Anyway, the troubleshooting steps are simple:

Thanks Lawrence. The problem was a replaced screen was incorrectly done and that sensor was not working. We took it back and they fixed it. Yea!!
