In what are you viewing the ePub?
ePubs control their own layout according to the settings chosen in the ePub reader by the user.
It is a flexible format.
If you want a fixed format maybe you should use pdfs.
The four-page document that I used was in Word processing, but not in facing pages mode either. If you check Two Pages, instead of Single Page on that ePub export panel, you will get two-up in the ePub in my testing. You can see that my screen shot is not in two-up.
I cannot duplicate your result here without checking Two Pages in the ePub panel. Close your Pages document. Quit Pages, and iBooks. Reboot. Try again.

I'm using Macbook and iPad, iPhone to view the eBook in ePub format. I think you gave the problem solving hint: during export to ePub the option "fixed format" has to be used to prevent the facing pages.

In Pages the layout appears as single page, but when I export to EPUB it appears as double page (see my screenshot)
