What does count as a stream?

I have recently registered with Apple Music For Artists Beta service, and in their help section they clarify a stream to be a song played for 30 or more seconds. Whenever I see my reports on how many streams I’ve accumulated, that figure reported from Apple Music‘s reports in their service does not match up with the streams that is paid to me via my distributor. For example, if I see 5,000 streams for a particular month from Apple’s reports, I’m only paid for 900 streams from my distributor’s report. What am I missing?
