As far as I can see, it looks like Final Cut is unable to see my own iCloud Drive to import video clips from.
Is this true?
If so, LARGE bummer.
Hopefully I am wrong.
Also my RAW photo editor, On1 cant see it either.

That’s correct. The media has to be stored locally.
I agree this is overly restrictive. I get that the funky format for the libraries may be problematic, however not allowing me to store simple .mov etc. 'read only' source files there *****. You can create a disk image there, but there is no way to use one 'read only' - just mounting (opening) it marks it 'changed' and then it floors the upload bandwidth to save.
Fortunately with APFS, making a copy of the files does not consume storage but its still a real pain to have to keep track of things in multiple locations.
Seriously Apple, if the storage was free - restrict away. But I'm paying for this...
The fact that an Apple apple cant access its own brand of cloud storage is a shortcoming.
All other cloud storages acheive this by syncing all or at your discretion, part of their content to a local drive space.
Thus being visible in the local directory.
Apple doesn’t do this.

You can use feedback to request the feature.
You cannot use cloud storage. FCP knows that every Mac has iCloud. It won’t allow access because it does allow cloud storage. It doesnt know what else you have installed.
So why can I see my other cloud drives.
Apple is using a cloaked file path, as they tend to do.
iCloud Drive is right in the Finder. Not sure what’s cloaked about it, but if it is it’s a pretty pathetic job.
Have you had success using your Google Drive or DropBox for your libraries to work in FCP?
Yes it is in the Apple finder window. But it is innacessable from other applications finder windows. Even Final Cut Pro. Which is an Apple application as you know.
And as I mentioned, this is not a problem with Dropbox or Google Drive or even One Drive.
Thus the term cloaked.
Ridiculous.
