I have just purchased the large ipad pro and the pencil and was wondering if microsoft publisher was now available on ipad - or something similar

Just search the iOS App Store for Microsoft.
There are iOS versions of each Microsoft Office app.
To coordinate them all with other iOS devices and a computer running Microsoft Office, you need to purchase a monthly paid subscription to Microsoft 365.

Publisher is a Windows only application. There are, however, many different iOS applications that can perform similar tasks. Since Publisher is something of a swiss army knife program and iOS apps tend to be more focussed, you should think about what exactly you want to do and then base your search on that. For example, if you want to create forms, OmniGraffle would be a good choice - for that and other tasks as well.
Can’t believe after all of these years, there are no other page layout/page publishing apps in the iOS App Store.
An untapped market there for another, full featured iPad publishing/page layout app.
The iOS version of Pages has been getting dumbed down/simplified over the years and is kinda a poor substitute for a page layout app on the iPad/iOS, now.
I was hoping for years to see a good, stand-alone iOS version of something like Swift Publisher, from Belight, which is really good, all around, inexpensive publishing app on the Mac

There is no Microsoft Publisher for iPad Pro. You can use Pages.
