Canceling credit card from iTunes account

My mother in law no longer has an Apple account and I fear someone has stolen her credit card details because I can see monthly charges on it. How can I cancel it without her iTunes account?

The only way to remove the credit card from the iTunes account is to log in and do it. You would need her Apple ID and password to do that. Change or remove your Apple ID payment information - Apple Support

As far as the credit card charges, have her contact the credit card company to dispute the charges, and/or cancel the card.
