Why does my iPhone 7 ask me to connect to WiFi or cellular data when attempting to listen to music that I have already downloaded and paid for?

Just trying to figure out why my iPhone 7 won’t let me play my music that I have already downloaded unless I’m connected to WiFi or data? I’ve already paid for the music. I try to listen to it in my truck via aux cord and Bluetooth and it won’t play them unless there is internlet.

iPhone 7, iOS 11.4.1
