Why remove the useful facility of arranging apps?

The point of a smartphone is to have and use apps.

Like others here I have a number of pages of apps.

Trying to rearrange or reorganise these using the phone is hopeless.

Why did Apple remove such a useful facility from itunes?

My question is - is there anywhere to complain or leave feedback on this?

Maybe somebody from Apple can answer: if there is any plan to reinstate the facility?

Apple Support Communities is set up as an end-user to end-user (i.e., users like you helping other users) technical issue support feature. Feedback for Apple will likely get more attention if you send it using:

Managing apps with iTunes 12.7 or later - https://discussions.apple.com/docs/DOC-12234

Deploy apps in a business environment with iTunes - Apple Support - https://support.apple.com/HT208079 - Downgrade to iTunes 12.6.4
