Can't Download Apple News on iPad

My Apple News app is downloaded on my iPhone, but can't do so on my iPad. When I go to the App Store from within my iPad, it says "Open" instead of "Download". When I click "Open" it says "Restrictions Enabled". My restrictions are all disabled and I have tried other measures to try to solve this issue but haven't been successful. Started using Google News in the meantime. I really like this app and would like to finally have it installed on my iPad. Please advise.
