Problems moving pages in Pages

In the Show Page Thumbnails, I’m trying to move and insert a single page below another page. But when I try to do that, the application selects three pages instead of the single page. There are no section breaks between the pages, so I'm not sure what I'm doing wrong.

One of the reasons I’ve been hesitant about using Apple Pages because every time I want to do a project, I spend so much time dealing with issues like this. Anyway, I hope some one can help me with this problem.

What version of Pages, on what macOS or iOS?

If there are no Section Breaks between the pages then they will move as one. You seem to think the opposite. The clue is in the word "Break".

You need to isolate the page you are trying to move into an individual page by inserting a Section Break just before on the previous page and a Section Break at the bottom of the page itself.

Thanks for your feedback. As I researched answers, I learned that there's two types of formats on Pages, word-processing vs layout documents. Converting to the latter allows for inserting and moving individual pages around. I think this format may be better since my goal is to produce a workbook with page elements added that will be exported to PDF and then uploaded to CreateSpace.

PDFs don't care how you got there.

You can drag out the thumbnails of PDF pages from within Preview to divide the document into however many pages you want, one or hundreds, or easily rearrange the pages as you want within the pdf.

You don't have to have a Layout document, which can be useful for certain tasks, but it is really is just a cut down Word Processing document.

Be aware that you can not have Bookmarks, Table of Contents and Endnotes in Layout documents.

Yes, I know that pages can be moved around in PDFs, but I didn't know you have to create a page break at the end of pages in the word processing format in order to move individual pages. But I think I'll stick with the page layout format because I can use the Master Pages feature.

I'll also check your recommendation in your face reply. Thanks for your help.
