Why is iCloud not accepting my debit cards for payment method?

It was already set up on one of my debit cards, I got an email saying it needs to be updated so I put in the same info after removing the card, then tried another card, but I got a message saying it wasn’t accepted. This is for all of my iOS devices. I have iphone, iPad, Apple Watch and macbook pro

contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
