Has anyone found a solution to the mail program not opening when selected from dock app, all it does is sit in limbo, never opens unless tapping the icon or minimized program to right of all the dock icons? I see lots of advice but none I have tried seem to solve the issue for very long.
Mac mini, macOS High Sierra (10.13.6), programs not responding.

Drag the icon off the Dock for it to dissappear and then from the Applications folder, drag a new Mail.app icon to the Dock.
