I just got a hand me down ipad2 that has been reset. When I go to iTunes to download netflix it says it can't because I need iOS 11 or higher. Well as we all know the iPad 2 does not go passed 9.5.3. What can I do to get Netflix? When I go to the Netflix site it wants to download the app (in the App Store) so I have the same problem. So is this ipad2 just an expensive paperweight?

Unless you already have the Netflix app, you will need iOS 10 or higher. Your iPad 2 is old enough that it will not run iOS 10.
There are older apps that will run on the iPad 2, but Netflix does not appear to be one of them.
If you got it for free, than it isn’t an expensive paperweight. However, you are going to be very limited in the apps that you can download now. It is a very old device by today’s standards.
If you have purchased/downloaded Netflix in the past, this might work.
