Cannot uprade to MacOs High Sierra from Mountain Lion

Hi dear users.

I am using Mac Air 2012 model. I have factory resetted my computer and started from my basic system(Which is Mountain Lion 10.8.5 and no more uptades). When I try to "GET" MacOs High Sierra. It requires my Apple ID. When I enter it, it says this account hasn't used at app store and review ur account info. Soon after, it says cannot uptade payment method. You need to use the highest version of MacOs. When I checked what need to chagne the payment method. It says system 10.8.5 or higher. But I cannot find higher version of this system and cannot get the uptade. Is there any way to start download without payment method ??
