How can I get past the “Card Not Added” contact your card issuer for more information?

I lost my debit card a few weeks ago and called the bank to report it. They asked if I wanted the encryption removed from my Apple Pay and I said yes. The card was removed and in between that day and when the card arrived I had reset my phone (iPhone 8) I tried to add the new debit card and it gave me the error message.

I added my credit card just fine but that debit card kept giving me the error message on the phone. Now, I was able to add both cards just fine to my watch. (Series 3), but the phone has been giving me the same error message for weeks now.

I have contacted Apple support, who directed me to my bank for that card, who directed me to Apple, who directed me to the bank or in worse case scenario VISA themselves. I am tired of the run around. What do you suggest? Please let me know! I have even reset the phone and that hasnt worked.

(I have even turned my passcode off and tried to add the cards again and the same message is prompted for the debit card.)

I've been having this problem too. Upgraded from iPhone 7 (everything worked fine then) to the iPhone X. I bank with Capitol One, Master Card Debit Card. There isn't much documentation about the issue, and it's been so frustrating trying to find a solution- it's been 4 months. Apple and Capitol One keep directing me to each other. Capitol One removed/reset the security tokens (as advised by Apple) even sending me a new card, but none of it worked.
