When did you first get this app? A quick peek at some reviews in the App Store suggest that you probably have a 32-bit version that won't work on any build of iOS 11 or later. Rather than update their app it seems the developers have chosen to make a new almost identical app that they can charge for again rather that letting users update for free. 😐 See Cambridge English Dictionary on the App Store.

While you might not like it I think this is more correctly identified as sharp practice rather than fraud. There is no obligation on developers to keep updating their apps indefinitely in response to changes in the operating system. I don't have any experience of the app but it might also reflect a change of funding model from say in app advertising or subscriptions to an upfront cost.
