My phone keeps making the shutter sound after I turn on vibrate and go into the sound and turn it off in settings

It won’t turn off and it was not made in Japan where the regulations are

Yes. I'm sure. That's what the J in the model number means. It is illegal in Japan to silence the shutter sound. All iPhones sold in that market must comply with that law. Taking it out of Japan will not affect that. You can not silence the shutter sound. If that's important to you, buy a phone intended for use in your country.
