Yes. I'm sure. That's what the J in the model number means. It is illegal in Japan to silence the shutter sound. All iPhones sold in that market must comply with that law. Taking it out of Japan will not affect that. You can not silence the shutter sound. If that's important to you, buy a phone intended for use in your country.

What is the model number in Settings>General>About?
Japan is not the only country where it is illegal to disable the shutter sound.
That phone was originally sold in Japan. The shutter sound can not be silenced.
