Smooth scrolling for iTunes on Windows

I'm on Windows 10 using iTunes 12.8.0.150. The application doesn't feature smooth scrolling, but instead uses the settings in Windows "Mouse Settings" to scroll windows either a number of lines at a time or a screen at a time. As you change these system settings, iTunes will reflect them, but it's really irritating to use. The windows scroll with a stutter effect, even if you set the scroll wheel to scroll 1 line at a time.

This is the only application I use regularly in Windows that uses the system setting. Everything else has smooth scrolling. Please add this to a future release - it would make the application so much more pleasant to use!
