iCloud photos say on, but it is not

I want to sync photos from my Photos application on my Mac to my iPhone as I have done many times in the past. But this time it says "iCloud Photos is On", yet it is not on. That message won't go away, and I cannot sync to my Mac photos. I turned off iCloud entirely, but still says the same thing. Restarted Mac, the sync photos options came on for a few seconds, but quickly reverted to "iCloud Photos is On".


Photos version 3.0. Mac OS 10.13.6 iTunes version 12.8.0.150


Any advice? Thank you.

Thanks for using Apple Support Communities. It's my understanding you're receiving an error that iCloud Photos is on when trying to sync photos from your Mac to your iPhone. You've done a great job trying to get this resolved! I'm happy to help.

If you haven't already make sure iCloud Photo Library hasn't been enabled on your iPhone. If your iPhone has iOS 10.3 or later, go to Settings > [your name] > iCloud > Photos, then turn off iCloud Photo Library. In iOS 10.2 or earlier, go to Settings > iCloud > Photos. Since iCloud Photo Library may have been on at some point, it's possible the photos you're trying to transfer are already on your iPhone.

If the photos aren't on the iPhone and you're still unable to sync, try restarting your iPhone. Restarting can resolve many unexpected behaviors.
Restart your iPhone, iPad, or iPod touch
