so I formatted my MacBook Pro. High Sierra.
I made a backup of the files and folders in ~/library/messages/.
When I go to the new machine ... and paste over the files ... as soon as I open iMessage ... chat.db gets overwritten.
and I don’t get the history.
Any ideas?

So these files come from another computer ?
And therefore from another Mac User account (even if you actually use the same User Name on both) ?
Highlight the files and Right Click them and check in the Get Info panel that you can access that you Own the files and have Read and Write Permissions.
Or make sure you Own all your files
