iPad Pro 10.5 still without Facetime in Saudi Arabia

Facetime ban has been lifted from the country and iPad Pro was updated to latest iOS 11.4. Facetime is somehow installed hidden in the system but there’s no app icon or settings. Tried offloading and reinstalling, resetting device but to no avail. All my iPhones have Facetime installed and working. Tried searching in App store, it says “facetime requires settings not available in your iPad”. Kindly help. Thank you.
