What happens if I delete iCloud backup On my iPhone 6s 32 gig 11.4 (15f79) will it delete all my photos?

No, it won't delete your photos. A backup is when you save all of your data on your device so you don't lose your data when you reset the device. However if you don't create a backup and then reset your device, all of your data will be gone.
