iTunes will not let me drag my ringtone into Tones?

I have made a customized ringtone and I followed all the steps correctly. I followed this tutorial https://m.youtube.com/watch?v=Umd1wQiE5Pc (and many others). My file is 0:30 seconds, it is a .m4r file, it was switched to a AAC version, everything is good but right when I try to drag the file into my Tones (on my iPhone) it will not let me. Yes I have tried to drag it in the sidebar as well but everytimeble click, nothing happens as well. Please help!! My OS is High Sierra and is Version 10.13.6. My device is a MacBook.
