What does the cloud symbol in itunes mean

Generally it indicates an item in the cloud that can be streamed or downloaded. If you have a subscription to iTunes Match or Apple Music there are some variations which are covered in About iCloud Music Library icons and status - Apple Support.

If the icon appears on a song, it means that the song is not downloaded. If the icon appears in the top right, it means that iTunes is currently syncing with your iCloud Music Library, or has failed to sync.
