Mac Pro 2013 run very slow after update

Hi, so my Mac was running fine until one day updated my Mac and boom take 5 mins to log in with macOS high Sierra. after did some research, I even factory reset my Mac (wipe everything out completely ) now I'm downgraded to Mac OS Sierra 10.12.6 and still relatively slow. I checked "activity monitor" and system runs at 65-70% (show mostly kernel_task) . Any other suggestions or do I have to do another downgrade? Please help!!!

P/s : I didn't restore or anything after downgrade so there absolutely nothing but run still slow.

MacBook Pro with Retina display, macOS Sierra (10.12.6), null

The most common causes of slowdowns that are reported here are unneeded third-party utiltites like anti-virus software, so-called "cleaning/tuneup" apps, some online banking security software, adware from unscrupulous websites, and torrent software. All compete with Apple's built-in protection and slow the computer.

If you are not sure what is istalled you can post a snapshot of your sytem configuration that we can assess for known troublemakers. Fortunately there is a safe and secure way to do that.

A respected and long-serving member of these communities has created a simple utility that will take a "snapshot" of your configuration without revealing any sensitive information about you and your computer. It is Etrecheck, and is available here:

http://etrecheck.com/

Run it, select "Report" from the left-hand pane (scroll down to find) and, when the text report displays, click the "Share Report" icon and then "Copy " from the resulting dropdown. Paste the entire report into a response to your own thread here. It will allow us to quickly identify or eliminate software as the problem.
