There is no fee or allowance specifically for iMessage, it just uses your data. If you are at home sending to recipients out of country the data will come from your cellular plan regardless where the recipient is located. If you are roaming out of country there may be a charge for any roaming data usage, depending on your cellular plan and where your account is based, but (again) it costs the same for a message regardless where the recipient is.
