Apple TV on public WiFi
seems that Apple TV (4K) can’t be set up on a public (e.g. hotel) wifi network that has id and pw TRUE?

Correct. The Network settings interface only has options for entering a password after selecting a discovered wireless network from the list.
Set up your Apple TV - Apple Support
Here's what you need
Based on my research and experimentation... most public wi-fi networks (hotels, coffee shops, stores, etc.), in addition to the usual publicly visible SSID (wi-fi id) and possibly a companion wi-fi password, will download to the connecting device A WEB PAGE requesting an id and password. Apple TV 4K DOES NOT support a log-in web page and therefore there is no way to subsequently use the wi-fi network with Apple TV. [There seems to be (surprisingly-to me anyway) convoluted ways to fake the browser-free connecting device's MAC address and eventually/possibly connect without the web page... e.g. 1) discover your laptop's MAC address and remember it 2) connect the laptop to the wi-fi network NOTE: the public wifi network will typically remember this laptop(device with browser) connection up to a day or so 3) discover and remember the browser-free device's MAC address (you will have to restore it later) 4) through some software means change the reported MAC address of your browser-free device 5) connect the browser-free device to wi-fi (it will "look like" the laptop re-connecting)... REALLY??? Google for details]
As above, you would need to just contact someone to see about gaining access. However, certain features like airplay could be disabled and it would be too slow to stream 4K content
also the login may not be the only issues some public wifi networks block all but port 80 (the www surf port)
to avoid torrents and the likes so if they don't allow https://www.administrivia.com/resources/apple-tv-tcp-and-udp-ports-and-protocols -used/
the appletv may not be able to use the internet connection for much
Again, you just need to contact someone responsible for the network like an IT dept or the provider to see about gaining access to the network
The adapter completely bypasses the Apple TV, so yes that is another option but is a different setup That other cable wouldn't be an authorized adapter
So... I wanted to view a movie stored on my iPhone while in a hotel (couldn't use the Apple TV 4K I had with me (per above) ). Drove to local Best Buy and forked over $54 ( ! ! ! ) for an Apple "lightning port - to - digital port" adapter cable which converts the iPhone port to HDMI. The cable is about 6" long, so I also needed an HDMI cable unless I wanted to hang the phone off the port on the TV. It worked !!! Of course, the next day I discovered that at Walmart there was an equivalent conversion cable for about $16. Oh well....
You would need to contact someone at the hotel or the provider to see about adding the Apple TV to the network
