Your Store access is blocked until you fix the accounting issue.
- You may have to unblock the credit card account with the card issuer for the new card (activation, or what they call it)
- You have replace the old card information with the new, including a possible new number, the new expiry date, the new security code (CSC/CVV/CVC) in your account settings for your Apple ID. Sign in on a computer with iTunes to change your payment information. Change or remove your Apple ID payment information - Apple Support
- You have to pay any missed payments that were due but didn’t go through because of the blocking at the time. I assume you can do such payments in iTunes on a computer. See your purchase history in the App Store or iTunes Store - Apple Support
