Hard reset keyboard

Hi there. First off, my caps lock light is set in reverse. That is the least of my worries. My main concern is this: my keyboard input is set to u.s. However, when I push shift2 " quotation marks come up. Other shift combos come up as something unusual as well. Is there any way in hard reseting the U.S keyboard input? Any help in resolving this issue would be great. Thank you guys!

I am running Mac OS Sierra

MacBook Air mid 2012

MacBook Air, iOS 10.3.2

Restart the computer holding down the command - option/alt - P - R keys before the gray screen appears. Continue to hold until you hear the startup chime for the second time. You may need to do this 2-3 times.

Reset NVRAM/PRAM

Try a SMC reset. The article covers when this is required, but doing this will not affect anything.
