I want to buy the up to date Ipad Pro as a replacement for my 2008 macbook. One of my only real blocks is the use of my camera and my external hard drives. Does anyone know if I use a lightning cable would the Ipad accept my external hard drive?

No, iPads don't support accessing files on an external drive like that.
iPads can read a small number of files from SD cards and copy them to the camera roll, but that's about it.
