I am reopening this thread because it just happened to me and I actually have a solution all in one Post.

I could not download a free app on my iPhone without getting the verify credit card on file popup. This was a credit card that I did not recognize even though I did not have a credit card on file in my account. My iTunes said that I was a member Family Sharing even though the options for family sharing were greyed out. My iTunes said that the "payment method for my family is managed by: xxxx@icloud.com", and I did not recognize that email.

After searching through endless forums, I found an obscure reference to a phone number to call and since that post was over 5 years old I didn't think it would work but it did, and I talked with a human, and that human transferred me over to a Senior Advisor human, who pulled up my account and saw that it had been tampered with and had Asian characters all throughout it. Within 5 minutes she had straightened out my account, told me to reboot the phone, and life is good again. No emails, no waiting, just service. Amazing!

I normally do not post to forums, but if somebody else hadn't posted, I'd still be hurting so I'm passing it forward. Please pass this phone number along to all in this situation.

The support phone number is: 800-694-7466. Tell them your account has been hacked and you belong to somebody else's family and that they control the payment method.
