Unable To Activate iPhone 7

My iPhone 7 went into "boot looping" several months ago. Today I was finally able to get the phone to restore itself. But now I can't get it to activate. When I try with Wi-Fi it says "Unable to Activate" "An update is required to activate your iPhone". When I try to do it with iTunes it says "The iPhone could not be activated because the activation information could not be obtained from the device". I have taken the SIM card out and put it back in, and it is in correctly. Any solutions to this problem? Software is up-to-date (or at least it says so).
