update Apple ID settings error for iCloud

updated my Mac mini (late 2014) to OS High Sierra 10.13.6 and I can't update my iCloud settings. I enter the required passwords and get a request to"Go to one of your other devices signed into iCloud to approve this Mac mini"

Both my iPhone and iPad show it as a connected device. I have pinged it from both with find my device but the dialog box on the mini just spins with waiting for approval

I have tried multiple times, once even logged into iCloud thru Safari on my mini
