Having the exact same experience here. Without question, this issue began when I “upgraded” to iOS12. This issue has been devastating and needs to be resolved ASAP. I depend upon iMessage and can no longer trust/depend on the tool to send messages to the proper person. In the same way, I cannot be sure from whom texts are actually being sent.

That’s unfortunate. As for me, I followed the instructions. I’ve had no problems.
Unfortunately posts directed at the hosts in this particular situation do not appear to have been helpful....
We have created separate Apple ID and still having this issue. Any idea why?

No. You're welcome to do as you wish but, if you choose not to follow Apple's instructions, your iPhone won't function properly.
This is now happening to me, but not on all devices... I am now totally losing faith in ios12... wish I had never ‘upgraded’... hate it...

It's been explained ad nauseam. I have neither the time nor the inclination to repeat. Read through the thread for an explanation.
I’m not positive that this does fix it but as soon as some users update to iOS 12.1, I suppose we will know.
