It just keeps waiting for approval...FROM WHERE? Where do I go to approve it?
I tried to sign into iCloud on my pc as I do not have a mac. I tried to sign in on my son's iPad.
There was nowhere to hit approve.

Do you see the question "Can't approve this iPhone?" at the bottom of the "Approve this iPhone" screen? If so, then tap on that. You will get the option to "Reset Protected Data". Select that. It will reset any iCloud Keychain passwords, Home data, and Health data. It will also finish the approval for your device.

I logged in to icloud and entered the correct password and it still doesn't allow me to approve.
