i found that if you go to settings and tap screen time you will see content and privacy restrictions. Enter your password. You will see iTunes and App Store purchases. If you tap that you can toggle installing Apps on and off. For me, the .app Store icon disappeared I think because I updated the iPad while I had install apps turn off. I don’t know if this will help you.

I tried to wipe the phone and restore from a backup, but that didn’t work either, it just kept the same settings so no App Store.
in the end I did a complete wipe and started from scratch. I’m now not using screentime functionality as I don’t trust Apple. This clearly hasn’t been tested well enough by their engineers for this type of problem to occur.
We are having the same problem Matt. Tried everything and my kids are asking me every 5 minutes if I’ve fixed it? Not fixed and very frustrating
See my response below - the nuclear option is the only way forward at the moment. It will probably take someone in Apple to have a kid with the same problem before they do anything about it.
