In the new IOS 12 when I get a call, the phone number is displayed at the top of the phone, and shortly after that starts scrolling/crawling right to left. By the time I pick up the phone the area code is gone and I'm not sure what I am looking at.
Is there a way to turn this scrolling off and go back to the previous version?

I have exactly the same problem and came here looking for a solution. I have no idea why they keep changing things that were PERFECT before, yet never fix the actual problems!
Now I can not read the phone number at all. It's completely useless. And this is extremely important because 99 out of 100 calls I get are from telemarketers so I need to see clearly what's on the screen to know if it's a real call. I need to see the whole number at a glance, not over the 8-10 seconds it takes to scroll across the screen.
I hope there is a fix for this VERY soon.

My wife’s iphone6 was doing this after updating to ios12, and she hated it. She called Applecare. They apparently had not seen this problem before but in the end they were able to stop it. The resolution process included backing-up the phone to a laptop with iTunes, wiping the phone, and then restoring it with a fresh copy of ios12. It took a couple of hours. Applecare reps spent a lot of time on the phone, used remote access into the phone via the laptop, called back twice during the process to monitor progress, and made a test call to verify that the incoming number “crawling” had ceased.
