I want to use a different computer for my itouch and itunes account. I set up iTunes on my new computer and tried to synch my itouch with it. I only was able to download my purchased items onto iTunes, not my full library which includes my personal CDs I downloaded. How to I get all my music on my iTunes program on my new computer?

You need to copy (or move) the files on the old computer to your new one. Then tell the new iTunes where those songs are located.
The new iTunes Library will not copy the (CD) music from the iPod to iTunes. When you singed into the iTunes Store, iTunes will then have found and downloaded the music you purchased from the store.
